There are high chances of moon being sighted in western countries and hence sharing of night - for Khui followers hence it will be eid.
1. How do we get the real msgs regarding this (I’m baaqi on Khui) when our jamaat or tabligh dont give us these type of informations?
2. Isn’t it the duty of the local scholars to alert the bodies concerned?
3. Is the masael obligatory precaution for Khui so if such happens we can do rujoo to Ay Sistani?

Ruling 1699. The first of the month is established in four ways:

1. a person sees the moon himself

2. A group of people from whose statement one derives certainty or confidence say that they have seen the moon.

3. Testimony of two just (ʿādil)

4. Thirty days from the first of the month of Shaʿbān pass

Answer 1: It is Mukallaf's (your) responsibility to enquire about the moon sighting and observe eid accordingly.

Answer 2: As per Shria, it is not the scholars' responsibility.

Answer 3: If you are asking about the moon sighting Masla then Ayatullah Khui has issued fatwa in this regard so you cannot do ruju but if you are asking in general i.e. where ever Ayatullah Khui has put obligatory precaution then you can do ruju to Ayatullah Sistani if he has issued Fatwa in that regard but if he has also put ihtiyat wajib then you cannot do ruju (refer) to Sistani, you have to refer to fal alam who has issued a fatwa.
