If the husband is the guardian of the family then the wife can become wakil on his behalf and take out the fitra of the whole family.

Ruling 2006. If a person appoints his dependent who is in another town to be his agent and give the dependent’s fitrah from that person’s property, in the event that he is confident that he will give the fiṭrah, it is not necessary for the person to give his dependent’s fitrah himself.
